I'm sure cotton would work, but may not have the cosy feel the texture of felt has...

Sounds like you need much more filling, perhaps to both the head and the body. This could have been the issue with the previous problem as well rather than the material used. The face was not as you wanted it as not enough filling to hold it in the right place. Keep adding filling till it’s all in shape. Good luck
